49th Street
Thank you to the neighbors who came to the Council Meeting on Wednesday. We have the plan necessary to fix some of the issues which we have discussed in Neighborhood Meetings and on Council. We are running it by legal to make sure it does not violate state law and that we can make the program specific to this road improvement. This process will take another week before you will see it appear at the finance committee.

How can the city make such a huge mistake that will cost all Davenport taxpayers. This is another example of City Hall and Public Works doing everything on the cheap. If you guys would have hired professional engineers, we wouldn't have these problems.

If we mimic the sewer program this will not be at a cost to the City. In fact, we will improve a neighborhood while making sure the City holds its word on the project.
I am noticing an increase in negative posts while Anonymous fails to discuss the whole background in each issue. These meetings also give you the opportunity to view documents which may not be public or displayed in the newspaper.

I see in your bio that one of your top issues is the resurfacing of Northwest BD. I believe that this is a project that the IDOT has slated and the city really doesn't have much to do with it other than to stay out of the way. What gives?

The concert venue on Kimberly which is proposed by Loren Arp was passed by Planning and Zoning. This item does not come before the City Council as it is already zoned properly. As a condition in the variance requested, the Arps must satisfy all requests from the Iowa Department of Transportation prior to construction. The IDOT has not given thier approval at this time. Mr. Arp plans on begining construction in late September and completing work by July of 2008.
In relation to NW Blvd.
There are actually two properties still holding out and have not come to an agreement with the City yet. We are also working with the County on tearing down the old gas station which is south of the fire station. It is the County's responsibility to do something with this property and the neighbors should no longer have to deal with problems coming from it. 90% of the funds for this project come from the state. 10% come from the City. You are correct in that sometimes the best thing to do is to step out of the way on a State project. My concern is making sure this project does not get posponed a number of times like 49th Street did.

Northwest Boulevard is being reconstructed, not resurfaced, and the city has more than a little to do with it. Although IDOT will approve the final plans, it's being designed by city engineering staff, and the city is responsible for coordinating with property owners affected by the project.
