Hello Again
I must say that it is great to be back. I have reported all of the potholes, traffic problems and graffiti tags listed in previous posts. If you find continuing problems please send me a note. You may notice that I have begun asking for attention to these items at meetings rather than in memos. I will leave this post as an open theme and I will discuss ideas I will bring to the next cycle in the coming days. Thanks.

I know it is getting late but I want to throw out one more reminder of the PETCOR Development meeting going on today at 5:00pm in the Council Chambers.
Hopefully you can again attempt to get a citizen committee organized to oversee public works. Another example of the disorganization of this department is the new garbage collection system. Here we are, a few days from the beginning of the changeover, and not everyone has a trash cart, 10 of the trucks have yet to be delivered, and it's safe to say that 1/2 the people of Davenport don't understand how the program is set up. Dee claims she has a contingency plan. Contingency plan to me means that it's a cover your patootie plan, covering up that the origional plan Dee developed was flawed and not well executed. And where was Dee during this very important time frame? On vacation of course. In the private sector, no department head would ever even consider being on vacation at a critical time like this. Please get that citizen committee going to take a hard look at how this department is being operated. Thank you.
It will be interesting to see what this poor planning will cost us in overtime for the trashmen, plus the costs of workman's comp for the guys lifting those new trash containers. (The large ones hold over 300#.) Plus any employee lawsuits. One has to wonder where the City Administrator was during this, or did Dee screw this up all by herself. When they knew that there was a problem, why wasn't the date of start up changed, and if every house hasn't received a cart, why weren't all the Davenport city pickup trucks and cargo vans used to distribute them. Looks like another case of poor planning.
Because the city isn't delivering them, the contractor that supplied them is. What's the big hurry for them to get delivered anyway? Those that don't have them yet are the people that have trash pick-up on Friday. Still plenty of time.

United Neighbors hasn't painted over the tressle at Division and 5th Street in the last two months, but this week a new gang painted the retaining walls under the tressle with orange paint. Now there's a big mess to clean up.
1330 w. 15th and 1539-1543-1547 w. 16th need mowing and an environmental cleanup. Also, there is a dead tree at 1617 w. 16th.
Graffitti locations: East side of the 5 points Osco building. The dumpster at 1444 w. 16th. The garage door at 320 Warren. Mohssan Grotto at 16th and Washington, both the north and west sides of the building are tagged. 1645 w.16th was just covered over, and the bangers have retagged the garage. Same with the garage at 1640 W. 15th. 1551 w. 16th has been tagged by the dumpster diciples. 1529 w 16th retaining wall tagged. 1512 w 15th - fence tagged. 1445 w. 16th - Dumpster. 1446 w 15th - a sign right by the alley in the rear has been tagged. 1518 Filmore - a dumpster.
There is an alley between 3rd + 4th, and between Gaines and Warren that is in such bad shape that it's almost impassable.
There is a vacant lot at 1112 Warren that has an abandoned boat, and abandoned motorized trailor, and over 10 junk cars parked on the property. Would you arrange for them to be towed alderman Hammerlinck?
Please draw up an ordanance requiring that the trash carts must not be left curbside, and that they be stored in a garage, or behind the house, and not visual from the street in front of the house where everyone has to look at it constantly. There are people storing them on their front driveways, and it looks aweful.
There is an abandoned building just north of the Kwik shop at Kimberly and Division, and the weeds are about 2 feet or more tall. 2) Dangerous tree at 40th and Division is still standing. 3) Sinkhole on Kimberly near the creek has not yet been repaired, the only change being that the weeds around the baracade the city put up is almost covered in weeds making the hole even more of a hazzard for people walking at night along there, as there is no sidewalk on either side of the street.
