Annie Whittenmeyer
The council has a Work Session coming in the next two weeks to discuss rehabilitation of the North half of the Annie Whittenmeyer complex. Total cost to rehabilitate the administration building and eight cottages will be $8 Million. The cost for the administration building alone will be roughly $5 Million.
The City currently owns the Annie Whittenmeyer complex and leases out the South half to Family Resources. If the city participates in fixing the North half Family Resources has expressed a desire to lease that half as well. There is no doubt that the buildings are in bad shape and I welcome anyone interested to take a tour. As this complex is on the National Historical Registry it is the City’s responsibility to take care of them.
This project will be paid for with City Bonds. In your opinion is it in the City’s best interest to invest in this project at this time? How much of the project? I would like to hear your ideas.

It would be wiser to spend the money on the diversion tunnel before restoring this property. The Annie W. property has been neglected for a long time, but so has all of N/W Davenport.
Isn't it located on Eastern + East Rusholm, near Genesis East? Westenders call that EastCentral or SouthEast, as it sets below Kimberly.
I doubt yearly lease payments will exceed yearly bond payments. Family Resources proposes to take over maintenance responsibilities for as long as they hold the lease. I believe the initial lease payment offer will be minimal.
Family Resources should be required to pay a fair and equitable lease rate for the use of the building and property. I appreciate the job they do for the community but business is business!

The north half includes the church right, so what would happen to the Junior theater and other people who rent that if Family Resources expanded there?
I will be making a presentation on the materials provided to the council from Family Resources at my Ward Meeting this Saturday at 9:00 at the Fairmount Library. We will also be discussing what role the City should play in this project. I hope everyone can attend. We will also be discussing the role of Junior Theature.

This is about priorities:
1. Police/Fire - Public safety
2. Schools (I realize different $)
3. Basic infrastructure, streets sewer, streets, etc.
If those three are world class, and marketed properly, the private sector will line up to come here from all over. Tax receipts will go up, market property values up and the upward spiral contines.

"Buffalo lands $100 million ethanol plant" story heading from today's QC Times. Someone down at Davenport city hall needs to have their butt kicked!
Bill Lynn and I worked on an ethanol plant for the past three months to go into the West End of Davenport. I feel your pain.

Yeah, don't anyone take my comment as being against getting these plants. I'd love for the EIIC to be full of ethanol plants. This particular one just seemed to be based off the barge access, and there's a lack of areas for that in Davenport.
Quad City Images: You are correct. We are either running into problems with barge access or lack of infrastructure needed for such a plant.
Anyone that wants an ethanol plant anywhere near here is a moron. They use a TON of energy. Our Mid-American bills would go through the roof due to them having to expand and increase their energy supply to these plants.
